Poročilo o delu Komisije za preprečevanje korupcije v letu 2007
3. NADZOR NAD PREMOŽENJSKIM STANJEM FUNKCIONARJEV
3.1 Evidenca funkcionarjev
Ena pomembnejših nalog, ki jih je Komisija opravila v začetku leta 2007, je bila vzpostavitev evidence vseh aktivnih funkcionarjev na lokalni ravni in izločitev tistih funkcionarjev, ki jim je funkcija potekla ob lokalnih volitvah jeseni leta 2006.
Vse občine so bile obveščene o obveznosti posredovanja imen članic in članov občinskih svetov in županov ter morebitnih podžupanov. Na podlagi dostavljenih seznamov je Komisija posredovala obrazce vsem novoizvoljenim funkcionarjem, ponovno izvoljenim pa je posredovala obvestilo o tem, da jim o premoženjskem stanju ni potrebno ponovno poročati, v kolikor se njihovo premoženje od njihovega 3
zadnjega poročila ni spremenilo za več kot 10.432,00 EUR ter jim za namen potrditve tega dejstva posredovala tudi preprost obrazec izjave.
Vsem novoizvoljenim funkcionarjem, ki svoje obveznosti glede prijave premoženja niso izpolnili in takšnih je bilo 695, je Komisija dne 16.4.2007 posredovala obvestilo, v katerem jim je na podlagi 39. člena ZPKor določila naknadni rok za izpolnitev obveznosti - 03.05.2007.
Prav tako je dne 16.04.2007 opomnila funkcionarje, ki so bili ponovno izvoljeni, da poročajo o spremembah v premoženjskem stanju ali da v nasprotnem primeru posredujejo ustrezno izjavo. Takšnih funkcionarjev je bilo 440.
Ker tudi do naknadnega roka vsi funkcionarji niso izpolnili svoje obveznosti, je Komisija v mesecu juniju 2007 o tem skladno z drugim odstavkom 39. člena ZPKor obvestila organe, v katerih ti funkcionarji opravljajo funkcijo. Obveščenih je bilo 128 občin.
Na seznamu funkcionarjev, ki še niso poročali o premoženjskem stanju kljub poslanim obvestilom občinam, je ostalo še 71 imen. Od teh funkcionarjev je novoizvoljenih 63, ponovno izvoljenih pa 8. Komisija je sicer izčrpala vse pravne možnosti po ZPKor, s katerimi bi pridobila manjkajoča poročila o premoženjskem stanju, a nadaljuje z drugimi aktivnostmi v tej smeri.
