15. maj 2009 ob 14:03 | Vest |Peticija proti omejevanju akademske svobode in zapiranju akademskega prostora ni usmerjena eksplicitno proti noveli zakona o visokem šolstvu. Podpisniki smo peticijo podpisali zaradi nekaterih negativnih proti-trendov, ki želijo izničiti pozitivne rezultate politike zadnjih nekaj let, ki je pripeljala do odpiranja slovenskega akademskega prostora. Odpiranja novim institucijam, ljudem, idejam, programom. To odpiranje od samega začetka spremlja močna negativna protireakcija s strani rektorjev javnih univerz in pa dela politike, ki je problematizirala in medijsko diskreditirala te pozitivne procese in v tem kontekstu se posebej svet RS za visoko šolstvo. Novela zakona je problematična zato, ker se je v njo naselil duh teh negativnih poskusov rektorskega lobija.
Dejstvo je, da so se v večini primerov nove institucije uveljavile v svojem okolju in zagotavljajo pestrost študijskih možnosti. Raziskava je pokazala, da te institucije v nekaterih primerih – in to je še pomembnejše – igrajo ključno vlogo pri razvoju lokalnih in regionalnih razvojnih jeder. Moramo se zavedati, da v Sloveniji bijemo bitko s časom. Tudi industrije, ki se zdijo trenutno zagotovljene, bodo sledile zgledu tekstila in se bodo začele seliti v države s cenejšim delom. Dvigniti se moramo na višjo stopnjo razvoja, kjer bomo izdelkom dodajali vrednost z znanjem in ne s klasičnim ročnim delom. Zato nujno potrebujemo institucionalno ureditev, ki bo omogočala zagotavljanje kakovosti v visokem šolstvu. To se posebej velja za štiri univerze, ki so tako po priznanju rektorjev kot po ugotovitvah študentov nezadovoljivo in nepopolno implementirale bolonjsko prenovo. In na teh programih študira preko 90 odstotkov vseh študentov.
Predlagana novela zakona tega ne bo omogočila. Ključni akreditacijski in evalvacijski organ načrtovane agencije ne bo več pretežno strokoven organ, ampak korporativen organ, v katerem bodo pomemben delež sestavljali nestrokovnjaki za to področje. Posledično bodo predstavniki rektorske konference igrali dominantno vlogo. Proces bo s tem omogočal visoko stopnjo poljubnosti in arbitrarnosti odločitev, pri tem procesu pa bodo politično nevplivne ustanove popolnoma odvisne od samovolje predstavnikov javnih univerz.
V kolikor ima ministrstvo resen namen oblikovati institucionalno okolje za zagotavljanje kakovosti v slovenskem visokem šolstvu, je edina pot, da se z zakonom vrnemo nazaj za risalno desko in na novo napišemo novelo zakona, pri tem procesu pa morajo vlogo igrati vsi zainteresirani akterji.

Da ne bo pomote; govor je o (t)istem Igorju Bavčarju, ki je lani z Istrabenzom ustvaril 220 milijonov evrov izgube in ga v minulih letih pri devetnajstih bankah zadolžil do stopnje, ko jim posojil ne more več vračati. Povedano drugače, za vsak osmi evro “minusa”, ki ga je skoraj 52.000 slovenskih gospodarskih družb ustvarilo v letu 2008, je zaslužen Bavčar. Višina lanske Istrabenzove izgube za več kot dvakrat presega recesijsko “luknjo” v zdravstveni blagajni, njegovi dolgovi pa že na ravni krovnega holdinga dosegajo skoraj tri odstotke slovenskega proračuna. Če bi zgolj državnim bankam po nekem čudežu uspelo izterjati njihov delež terjatev v denarju, bi lahko z njim brez težav dve leti financirale vse aktivnosti zavoda za zaposlovanje in izobraževalne programe za vseh 85.000 brezposelnih.

Visokoleteče, pompozne besede, nikjer pa se ne omenja bistvenega problema: namreč financiranje teh privatnih šol na račun javnega šolstva. Kvaliteta zasebnih šol (tudi zaradi dosledne implementacije Bolonjske prenove) pa se vidi na primeru fakultete za management iz Kopra.

Najbolj smešno je pa tole: “Dvigniti se moramo na višjo stopnjo razvoja, kjer bomo izdelkom dodajali vrednost z znanjem in ne s klasičnim ročnim delom.” to pa zato, ker ni zasebnih fakultet z naravoslovnega področja (ki jih Slovenija nujno potrebuje), pač pa le družboslovne.
