Pakistanske talibanske skupine v dolini Swat so razglasile premirje brez omejitve trajanja. V znak dobre volje bodo izpustili vse ujetnike. Od oblasti v Islamabadu so si v zameno izposlovale uveljavitev šeriatskega prava, zahtevajo pa tudi izpustitev vseh ujetih Talibanov in umik pakistanske vojske iz tega območja. ZDA in zahodni zavezniki so nad sporazumom ogorčeni, saj v obstoječi obliki pomeni predajo in ogroža stabilnost države. Na območju bo nastalo varno zatočišče za bojevnike AlKaide. Po nekaterih informacijah je vlada Talibanom namenila 6 milijonov dolarjev odškodnine, del te naj bi prispevali tudi Američani.
Tudi Talibani v sosednji pokrajini Badžaur so razglasili enostransko premirje. Njihov položaj je precej slab, saj je letalstvo strahovito bombardiralo območje. Zaradi tega je območje zapustilo več kot 300.000 ljudi. Od vlade zahtevajo odškodnine za ubite civiliste in porušene hiše. Skozi to pokrajino potuje večina konvojev, ki oskrbujejo koalicijske enote v Afganistanu.
Tudi mula Omar, vodja afganistanskih Talibanov je v pismu pozval voditelje pakistanskih Talibanov k preusmeritvi napadov od pakistanske vojske na okupatorje Afganistana in strahopetne napadalce, ki v Pakistanu uporabljajo brezpilotna letala. Boj proti muslimanskim bratom ni prava sveta vojna. Pismo mule Omarja je bilo namenjeno voditeljem treh konkurenčnih pakistanskih talibanskih skupin, ki so sklenile zavezništvo v boju proti tujim napadalcem. Novo zavezništvo se imenuje Svet združenih svetih bojevnikov.
VOJAK PROTI VOJAKU
V Bangladešu so se obmejne varnostne sile uprle zaradi plač. Za talce so vzeli več kot 100 oficirjev. Čeprav so v pogajanjih z vlado dosegli povišanje plač, amnestijo in umik vojske izpred vojašnic, se spopadi, v katerih je dosedaj umrlo že več kot 50 ljudi, nadaljujejo in celo širijo po vsej državi. Na 64 točkah po državi je nameščeno 42.000 graničarjev, petina vojašnic se je uprla. Operaterji mobilne telefonije so zaradi nasilja izklopili oddajniško mrežo.
PROBLEMI Z DEFINICIJAMI
Z mandatom Generalne skupščine Združenih narodov bo Komisija za človekove pravice
konec aprila v Ženevi organizirala drugo konferenco proti rasizmu, rasni diskriminaciji, ksenofobiji in netoleranci. Čeprav se konferenca sploh še ni začela, se že dobro leto usklajujejo sklepni dokumenti.
Zaradi sklepov zadnje konference, kjer je bila obsojena izraelska okupacija Palestine in rasizem, na njej ne bo sodeloval Izrael. Kanada, Francija, Velika Britanija, Danska in Italija na konferenci ne bodo sodelovale ali pa domačim nevladnim organizacijam ne bodo financirale sodelovanja na konferenci. Očitek teh držav je, da gre pod krinko boja proti ksenofobiji v resnici za antisemitizem. ZDA bodo prisostvovale, da bi lahko vplivale na osnutek sklepnega dokumenta. Sedanji osnutek resolucije vsebuje stališče, da je Izrael zaradi svojih praks rasistična in okupatorska država in da je v Holokavstu bila umorjena tretjina vseh Židov.
NEUČINKOVITOST SANKCIJ
Poročilo ameriške senatne komisije za zunanje zadeve je pozvalo administracijo k resnim spremembam politike do Kube. Politika sankcij, prepovedi potovanj in kakršnekoli ekonomske izmenjave škodi ameriškim interesom. Odsotnost diplomacije je ZDA postavila v položaj nemočnega opazovalca, ki nima nikakršnega vpliva na kubansko politično dogajanje, demokratizacijo ali celo spremembo režima. Režim sankcij je spodletel v nameri, da bi Kubancem prinesel demokracijo. Namesto tega je prebivalstvo dodatno pahnil v revščino.
Pri poročilu je zanimivo dejstvo, da so ga vsebinsko pripravili republikanski senatorji. Očitno je, da nameravo ZDA po več kot 50 letih spremeniti agresivno politiko do uporniškega otoka. Državna sekretarka Hillary Clinton je tako svojemu ministerstvu naročila kritičen pregled politik do Kube in možne alternative.
V SILI ŠE HUDIČ MUHE ŽRE
Cilj prvega potovanja ameriške državne sekretarke je bila Kitajska. Ta je največji ameriški trgovinski partner, hkrati pa največji lastnik ameriških državnih obveznic. ZDA bi hotela od Kitajske predvsem to, da še naprej vlaga svoje devizne rezerve v ameriške državne obveznice in trguje v dolarjih. S tem bo pripomogla k oživitvi ameriškega, posledično pa tudi kitajskega gospodarstva. Obisk je sledil nedavni izjavi kitajskega premiera, da država s svojimi finančnimi rezervami ne namerava reševati svetovnega kapitalizma.
Da gre za izjemno pomembno temo, priča tudi dejstvo, da državna sekretarka ni načenjala tem o človekovih pravicah, še manj pa opoložaju Tibeta. Temi sta drugače stalna ameriška očitka kitajskim oblastem. Celo več, uradno ameriško stališče pravi, da človekove pravice ne smejo ovirati sodelovanja s Kitajsko. Amnesty International in društva za svobodni Tibet so ogorčena zaradi pragmatizma administracije.
JEZNI KELTI
V Dublinu so potekale množične demonstracije, ki se jih je udeležilo med 100 in 200 tisoč ljudi. Protestirali so proti vladnim protikriznim ukrepom, s katerimi bi zaposlenim v javnem sektorju zvišali prispevke za pokojninsko zavarovanje. Predlagane spremembe bi državi prinesle 1,4 mrd evrov. 350 tisoč ljudi zaposlenih v javnem sektorju bi to stalo od 1500 za najnižje in 2800 evrov letno za povprečne plače.
Zveza sindikatov, ki je organizirala demonstracije, pravi, da mora vlada najprej poskrbeti za običajne ljudi, ne za bogataše in velekapital. Vlado zanima izključno stabilnost javnih financ na račun zaščite in ustvarjanja delovnih mest, finančni sektor je pomembnejši od dejanskih ljudi. Čeprav delavci za krizo niso krivi, bodo prav oni tisti, ki bodo nosili večino bremena. Januarska nezaposlenost na Irskem je najvišja po letu 1967.
EKONOMSKI HARAKIRI
Japonski izvoz se je v januarju zmanjšal za kar 46 odstotkov v primerjavi z letom nazaj in je najnižji v zadnjem desetletju. Celo več! Japonska ima trgovinski deficit večji od 7 milijard evrov, kar je največ po letu 80. Stanje celotne ekonomije je najslabše po drugi svetovni vojni, saj se obseg gospodarske dejavnosti zmanjšuje za 12,5% letno. Izvoz v ZDA je padel za 53, v Evropsko unijo za 47 odstotkov, enako se je zmanjšal v Azijo, na Kitajsko pa je padel za 45 odstotkov. Najslabše je v avtomobilski industriji, saj je povpraševanje padlo za skoraj 70%.
