Prav srečen sem, da vsakič med drugimi slišim tudi premišljeno besedo gospoda Gustinčiča. Pa ne, da hočem reči, da drugi govorijo nepremišljeno. Tukaj pa se mi le zdi, da govori predsodek in ne nujno premislek. Menda ja nisem edini osebek, ki ima z birokracijo zelo malo slabih izkušenj.
Opažam pa pogosto součinkovanje: ljudje, ki k birokratom pridejo v krču in apriori slabe volje, večkrat doživijo negativen odziv. Sam nisem prepričan, da niso sami sprožili reakcije s svojim odnosom. Po drugi strani se sam vsakič, iz razumevanja do narave birokratske službe, vedno potrudim, da osebi za okencem polepšam dan. Z nasmehom, dobrohotnim pozdravom, prijaznostjo. Običajno je učinek pozitiven.
Drugo je seveda birokratski proces, ki res, da je velikokrat prekompliciran, vendar je res tudi to, da je iz leta v leto bolje.

Osnovni problem birokrata je, da deluje v anonimnosti in prevladujoci sivini. Kot vsak clovek si zeli vsaj malega priznanja, da nekaj prispeva k druzbi. Vsaj prijaznost ob prvem stiku in ne negativne nastrojenosti apriori. ce mu to ni priznano, si bo sam priznal svojo pomembnost. Pomembnost v kapljici vode, ce hocete. Sam imam z njimi precej solidne izkusnje. stvar pristopa, ce hocete. Zmotno pa je prepricanje, da so nasi birokrati najslabsi. Skusajte kdaj dobiti dovoljenje ali denar od bruslja. 3x vec papirja. Bo ze res drzal rek: bolj ko je druzba diverzificirana in komplicirana, vec podsistemov ima in vec papirjev zahteva od ljudi.
Vcasih si bajto na crno zgradil, podmazal delavca za prikljucke in kasneje upal na legalizacijo. Danes pa moras imeti goro soglasij. In prav je tako! Kar poglejte koliko kostajo danes davkoplacevalce napacno grajene strehe, na poplavnih obmocjih zgrajene hise….
Ljudem-aparatcikom je treba dati priloznost!
