Tasič zapustil železnice
8. julij 2009 ob 8:00 | Domen Ožbot |Z mesta generalnega generalnega direktorja družbe Slovenske železnice, je odstopil Matic Tasič. Družbo je vodil manj kot štiri mesece, za svoje delo pa ne bo prejel odpravnine. Tasič je nepreklicno odstopno izjavo podal nadzornemu svetu družbe, ki je odstop sprejel in tako Tasiča z današnjim dnem razrešil.
Do izbora novega prvega moža Slovenskih železnic bo podjetje vodil nadzornik Aleš Tavčar. Razpis bo objavljen do 15. julija, po besedah predsednika nadzornega sveta Andreja Godca pa naj bi bil postopek končan v 60 dneh. Tudi komisija za izbor novega direktorja je že imenovana.
Kot smo že pisali, se je Tasič za odstop odločil, ker poleg fukncije pri Slovenskih železnicah opravlja še funkcijo župana v Prevaljah.
Ko je podrobnosti odstopa predstavil tudi Godec, je Tasič vsem novinarjem stisnil roko v pozdrav in brez besed odšel:

Opis razmer v železniškem sistemu , v katerem se je znašel Tasič. V sistemu delujejo: Ministrstvo za promet, Direkcija za vodenje investicij na železnici (vodi in financira investicije, financira gospodarske javne službe in izvaja nadzor nad izvajanjem teh služb, financira potniški železniški promet-v nadaljevanju Direkcija), Javna agencija za železniški promet (v nadaljevanju Agencija), Projektivno podjetje, Prometni inštitut, SŽ gradbeno podjetje in podjetje Slovenske železnice. Najbrž ni potrebno posebej poudarjati, da celoten sistem vodi in upravlja ter usmerja Ministrstvo za promet, konkretno Direktorat za železnice in žičnice. Za časa prejšnje vlade so bili glavni v sistemu minister, gospod mag. Radovan Žerjav, državni sekretar gospod dr. Peter Verlič in generalna direktorica Direktorata za železnice in žičnice, gospa Jelka Funduk Šinkovec. Upravljanje se začne pri organiziranju služb v sestavi ministrstva (Direkcija, Agencija) nastavljanju vodstvenih kadrov itd. Imenovana trojka je v parlamentu dosegla spremembo Zakona o železniškem prometu in ustanovila Direkcijo za vodenje investicij v železnice. Potrebno je bilo nastaviti nove kadre. V glavnem so prešli kadri iz poprejšnje Agencije. Toda kako: »Joung boysi«, kot jih je nekdo pred kratkim imenoval, niso imeli zahtevane izobrazbe in delovnih izkušenj. Minister gospod mag. Radovan Žerjav in našteti sodelavci so si zato domislili, in na delovno mesto direktorja Direkcije imenovali kar »vodjo« Direkcije (tega delovnega mesta ni bilo v sprejetem kadrovskem načrtu Direkcije), na položaje vodij sektorjev pa prav tako delavce, ki nimajo ustreznih pogojev za zasedbo delovnih mest. Vsi še danes vodijo postopke javnih naročil in podpisujejo dokumente, za katere odgovarja državna blagajna. Vsi interni revizorji ministrstva, kot tudi računsko sodišče, pa niso ugotovili nič narobe. In tako bodi. Nekateri so na srečo na hitro pridobili izobrazbo na znani fakulteti Univerze v Kopru. Novi minister pa nič. In sistem nespoštovanja lastne sprejete zakonodaje i razvrednotenja vseh moralnih in etičnih načel, kot ga je uveljavilo ministrstvo za promet, in je v uporabi še danes, se je razpasel v celotnem železniškem sistemu. Enako je torej na Agenciji in podjetju Slovenske železnice. V celotnem sistemu se celo vrtijo ( Ministrstvo-direktorat za železnice, Direkcija, Agencija, itd..) posamezni kadri na vodstvenih položajih še iz časov rajnke Jugoslavije. Zdi se torej da posameznikom, ki so prispevali k stanju v podjetju kakršno je, celo sedanji minister pripisuje čudežne lastnosti. Pa ni tako. Če bi bilo, potem bi morali dati priložnost prejšnji Vladi RS, da sanira gospodarsko, etično in moralno stanje ter stanje duha v državi. Sedanja (ni več nič nova) vlada nas preprečuje, da bo to naredila bolje. Toda, spoštovani, ne more vam uspeti z metodami, ki so vzrok za sedanje stanje, prav tako ne z ljudmi, ki so v prejšnjem obdobju že tolikokrat poskušali, pa je vedno slabše. Koliko poskusov pa ima Ministrstvo za promet še na voljo? Tasič je imel samo enega.

Razpis za generalnega direktorja Slovenskih železnic sam po sebi ne bo prinesel ustreega kandidata.
Da samo na podlagi razpisa ni mogoče pričakovati usrezne rešitve, kaže tudi nuja, s katero želijo objaviti in zaključiti razpis.
Brez korenite spremembe odnosa države do železnice, ki je ena od najpomembnejših hrbtenic slehernega gospodarstva in brez aktivnega kadrovanja bodočega direktorja, pri katerem ne bo glavna referenca le politična barva, ne bo dobrega direktorja.
Na silo so sicer lahko prevzeli Luko Koper, kar se ne bo restovalo, železnica pa se jim bo maščevala za vse politične prevzeme za nazaj in za naprej.

ANGIE seveda ne ve, zakaj gre pri železnicah.
Tudi, če bi vsi zaposleni delali brezplačno, to ne bi pripomoglo pri reševanju železniške problematike.
Če je glava neumna, trpi celo telo!

MM, vem toliko, da so železnice lahko tudi zelo uspešne, profitabilne.
Primer? Francija: lani so, če sem si prav zapomnila odstotek, TGV-ji povečali dobiček svoj za 23 %, letalski potniki v Franciji pa so se v letu 2008 v 53% preusmerili iz letalskih prevozov /recimo na progah kot je Paris-Strassbourg/ na železnice. Z njimi so bolj zadovoljni kot z letalskimi prevozi.
Navsezadnje so pogruntali, da jih pot do letališč in čakanje, varnotni pregledi itd. stanejo več živcev, časa in denarja.
Če bi država našla strateškega partnerja za hitre vlake(proge) od morja do Madžarske in povezavo z Avstrijo in Italijo, bi bili na konju. In naša Slovenija ekološko bolj varna

ANGIE, v Franciji pa Vlačič nikoli ne bi mogel biti prometni minister, Lahovnik ne gospodarski, Križanič ne finančni in Golobič ne minister za visoko šolstvo. Tam celo Pahor ne bi imel nikakršnih šans.
Kar se tiče povezovanja z železnicami soednjih in bolj oddaljenih držav, ki imajo tudi pametna državna vodstva, pa se strinjam s teboj!

Koprsko sodišče je sprožilo postopek prisilne poravnave za Istrabenz

mora v 15 dnevih po vročitvi sklepa poravnati predujem za stroške postopka prisilne poravnav v višini slabih 60.000 evrov. V nasprotnem primeru bo sodišče postopke prisilne poravnave ustavilo in začelo s stečajnim postopkom.
Iz poročila, ki ga je o načrtu finančnega prestrukturiranja Istrabenza sestavil pooblaščeni ocenjevalec družba KPMG, je razvidno, da znaša skupni dolg družbe trenutno 456,2 milijonov evrov. Skupno premoženje Istrabenza je ocenjeno med 555 in 583 milijoni evri. Istrabenz upnikom ponuja 100-odstotno poplačilo nezavarovanih terjatev in zagotavlja tudi 2,5-odstotno fiksno nominalno letno obrestno mero.
Pooblaščeni cenilec družba KPMG opozarja, da bo povračilo terjatev v prisilni poravnavi kljub vsemu nižje od 100 odstotkov. Kot razlog navajajo “diskontiranje bodočih denarnih tokov na dan 31. marca z višjo netvegano mero donosa (4,008 odstotka) kot je predlagana obrestna mera dolžnika (2,5 odstotka)”.
Odstotek poplačil nezavarovanih terjatev upnikov bo v primeru prisilne poravnave po njihovi oceni znašal 96 odstotkov, v primeru stečaja pa bi znašal okrog 77 odstotkov. Stečajni postopek bi po oceni pooblaščenega cenilca trajal najmanj do leta 2014.
Istrabenz bo poplačilo upnikov zagotovil do leta 2014, in sicer z odprodajo premoženja in odložitvijo zapadlih obveznosti. Glede na načrt finačnega prestrukturiranja naj bi se odprodaja naložb začela prihodnje leto.
V letu 2010 naj bi Istrabenz prodal za 81 milijonov evrov naložb, v letu 2011 za 40 milijonov evrov, v letu 2012, ko naj bi Istrabenz prvič posloval s pozitivnim kapitalom, pa za 131 milijonov evrov naložb. V letu 2013 je predvideno le plačilo obresti, v letu 2014 pa naj bi Istrabenz končno odprodal še za 222 milijonov evrov premoženja.
Takrat naj bi skupni kapital družbe znašal približno 61 milijonov evrov, premoženje družbe pa naj bi preseglo njene obveznosti. Glede na projekcije poslovanja naj bi bil holding po letu 2016, ko bo zaključen postopek prisilne poravnave, finančno vzdržen, posloval bo v nižjem obsegu sredstev in brez dolga.
