Iraška oblast vodi zahtevne pogovore s svojimi okupatorji. Ker decembra poteče mandat ZN, ZDA nimajo več pravnega pokritja za prisotnost v tej državi.
Zato hočejo na vsak način prisiliti iraške oblasti v podpis pogodbe o varnostnem sodelovanju.
Čeprav Iraške oblast trdijo, da jih nihče ne bo prisilil v podpis sporazuma, so dejansko med Scilo in Karibdo. Na eni strani je odločno nasprotovanje javnosti podaljševanju okupacije in na drugi grožnje ameriških predstavnikov, ki Iraku obljubljajo dramatične posledice, če sporazum ne bo podpisan. V Bagdadu je zaradi tega protestiralo, odvisno od virov, od nekaj sto tisoč do milijona ljudi. Njihova zahteva je jasna; američani naj nemudoma zapustijo državo.
Za zaplete okoli sporazuma Američani obtožujejo Iran, češ da ta dela vse, da bi preprečil podpis sporazuma.
VOJSKA BO REŠILA SVET PRED SAMIM SABO
Pentagon je pripravil nov osnutek vojaškega proračuna. Dosedanjih 620 mrd očitno ni dovolj, zato so predlagali povečanje sredstev, ki bi v naslednjih petih letih državo stalo dodatnih 500 mrd. Kljub enormnim stroškom v vojaški proračun niso všteti stroški za oskrbo in pokojnine veteranom, varovanje domovine (Homeland Security), tajne projekte, množico paravojaških in obveščevalnih agencij ter vojni v Iraku in Afganistanu.
Proračun za leto 2009 bo vseboval postavko za raziskave vesoljskih orožij, čeprav so ZDA podpisnice pogodbe, ki prepoveduje uporabo vesolja v vojakše namene.
Začenja se razvoj novega »super nevidnega« bombnika, ki bo čez deset let nadomestil B-2, ki stane kar 2 mrd $ po kosu. Ministrstvo bi rado, kljub odločnemu kongresnemu ne, dokupilo večje število nevidnih lovcev F-22, ki stanejo pičlih 340 mio$ po enoti. Sedanjih 183 odobrenih jim ni dovolj.
Za nov razred letalonosilk je predviden strošek 8 mrd $ po kosu, vsebuje pa tehnologijo, ki naj bi zmanjšala stroške izdelave nadaljnih letalonosilk. Sedanja jedrska letalonosilka razreda Nimitz stane borih 4,5 mrd $.
Kitajska, ki jo ameriški strategi vidijo kot najverjetnejšo rivalko za svetovno prevlado, ima vojaški proračun vreden le 4% procente ameriškega.
KRIZA V RUSIJI
Svetovna kriza je prizadela tudi Rusijo. Indeksi moskovske borze so od lanskega maja padli za kar 2/3, 25 največjih ruskih tajkunov je izgubilo 230 mrd $, Roman Abramovič sam 20 mrd, kralj aluminija Deripaška pa samo v zadnjem mesecu kar 16 mrd. Na povprečne Ruse kriza še ne vpliva, saj v glavnem ne kupujejo delnic, hipotek kot zavarovanja za stanovanjski kredit skoraj ne jemljejo, potrošniško kreditiranje ni priljubljeno, varčevanje se ne preliva na borzo, zato zanj ne skrbijo penzijski ali drugi varčevalni skladi, ki denar obračajo na borzah.
Nafta predstavlja skoraj 70% ruskega izvoza, država skoraj ni zadolžena in ima proračunski presežek, zaradi slabe vpetosti v svetovno gospodarstvo realni sektor ne bo močno trpel, celoten finančni sistem države naj bi imel premoženja v vrednosti 60 procentov BDPja, le 3je % pa so vezani v hipotekah. Napovedana gospodarska rast za prihodnje leto je znižana iz 7 na 5,5%.
KOPIČENJE ZLATA
Zueriška kantonska banka ima zaradi izrednega zanimanja vsa skladišča do vrha napolnjena z zakladniškim zlatom. Gre za 75,5 ton oziroma 12 dnevno svetovno proizvodnjo te kovine.
Banka po vsej Švici išče prostore za dodatna skladišča.
BOJ PROTI DAVČNIM OAZAM
V Parizu je potekalo srečanje pod vodstvom Francije in Nemčije o ukrepih proti državam, ki omogočajo izogibanje davkom in dovoljujejo popolno bančno tajnost.
Na novem seznamu davčnih oaz se bo najverjetneje poleg treh že znanih evropskih držav, Monaca, Andore in Liechtensteina, znašla tudi Švica.
Švica je podobno kot Luksemburg srečanje uradno bojkotirala, ZDA in Avstrija na srečanje nista poslali predstavnikov.
Francoski predsednik je postavil javno vprašanje, zakaj odkupu številnih bank z javnim denarjem navkljub, te ustanove še vedno delujejo v državah, ki spodbujajo izogibanje davkom. Predpogoj za reformo svetovnega finančnega sistema mora biti ukinitev davčnih oaz. Po ocenah naj bi bilo na tajnih računih po svetu pred davčnimi službami skrito kar 10 bilijonov dolarjev.
IZRAELSKA REVŠČINA
Po oceni OECDja ima med razvitimi državami Izrael največjo stopnjo revščine. Kar ¼ prebivalstva je pod pragom revščine. Hkrati je tretji po socialnih razlikah, takoj za Turčijo in Mehiko. Organizacija je kritizirala to državo tudi zaradi davčne politike, ki ni usmerjena v manjšanje socialnih razlik.
BOŽJE DARILO I.
Brazilija je v morju, 185 milj pred svojo obalo, odkrila ogromne zaloge lahke nafte. Po ocenah strokovnjakov naj bi 9 nahajališč skrivalo 50 do 80 milijonov sodčkov nafte, s katerimi bi se Brazilija uvrstila med največje proizvajalke tega energetskega in surovinskega vira. Predsednik Lula je odkritje označil za božje darilo, ki naj bi omogočilo zmanjšati socialne razlike in kronično revščino.
BOŽJE DARILO II.
Podobno odkritje je minuli teden objavila Kuba. Odkrili naj bi zaloge nafte v višini 20 milijonov sodčkov. Konzorcij kubanske naftne družbe in španskega Repsola bo z vrtanjem začel v sredini naslednjega leta. S tem bo postala ena izmed 20ih največjih proizvajalk nafte. Kuba je do sedaj pokrivala polovico potreb po nafti, z novim odkritjem lahko postane samozadostna.
BRITANSKA DRŽAVNA PARANOJA
Britanci nadaljujejo s serijo protiterorističnih ukrepov. Na vrsti so uporabniki mobilnih telefonov.
Vse kaže, da bo za nakup telefona potrebno predložiti uradni veljavni dokument, torej potni list ali osebno izkaznico.
Obvezna registracija lastnikov telefonov bo del veliko večje baze, ki bo uporabljena za boj proti terorizmu in kriminalu. Ta bo vsebovala še spremljanje internetnih navad, elektronske pošte in telefonskih komunikacij.
Naloga bo precej težavna, saj je več kot polovica od 72 milijonov telefonov kupljena v predplačniških paketih. Vodafone ima takšnih uporabnikov kar 72%.

Pozicijska vojna je manj medijsko privlačna kot neobvladane osebne ambicije kakega dovčerajšnjega pomembneža. Tu ne gre za nastavljanje generalov, temveč za nastavljanje operativcev za posebne naloge, obveščevalcev, diverzantov ipd. Mediji imenovanj in zaposlovanja kadrov te vrste niso spregledali, niso pa o njem niti podrobno poročali, ne o pozicijah ne o imenih.
